I think it depends on what the artist is doing with the photo. Perhaps changing someone's eye color or the brightness of an image isn't so much art, but taking different images and combing them to create something completely different is definitely art. It takes some level of talent and creativity to do what we do, and anyone who thinks it's easy has obviously never scoured hundreds of galleries looking for the right elements nor used many of the fun features of Photoshop or any other graphic program. Anyone can slap pictures together, but only an artist can make them look like they belong together.

You gave nice examples, there should be a kind of contest or something where everybody uses the same basic-stock-picture and make the own manipulation of it
In my eyes photomanipulation is a kind of art cause you need more than technical knowhow for creating a new scenery with different stocks.
