I need to talk about the comics gallery this time rather than a more general comics and cartoons info this time.
Also, if there are other subjects you'd like me to work on let me know.

Dollmakers

There are things called Doll makers and these are little applications, usually flash, where you drag and drop pieces onto a body to create or dress up a character.
Now, the doll makers themselves, the actual area that you would make a character, they are art and so belongs in the formal galleries, however the characters you create using these take no artistic merit on your part at all.
The pieces are all made for you, you are simply dragging them over and dropping them, so That means that your figures you make with these applications belong in SCRAPS.
Images found being made with these doll makers that are submitted into the galleries are going to be scrapped without warning.
This is not new information at all, it is clearly stated in the FAQ.
FAQ #502: Can I submit 'Dolls' or 'Characters' which I made on certain websites?

In case you are un-familiar with doll makers and other drag and drop applications here are a couple of Examples of the Doll makers that are popular right now.

Reporting Violations incorrectly

When I do the report desk I get a lot of reports that are reported incorrectly, so I need to again go over this.
This is again, right in the FAQ FAQ #155: How do I report a submission which I think breaks the rules?

The main incorrect report I get is people reporting Copyright violations as Miscategorizations. and whats worse is usually the description explains that it's a copyright violation however the reporter chose to select miscategorization. Stop doing this please. It takes twice as long for the report to get dealt with this way because what I have to do is mark the report as handled, or "no violation" and go directly to the image and report it in the exact same way you would of. In essence, I have to not only clear all the correct reports, but I have to go through and re-do all the reports that were done incorrectly to send them to the right place.
The help desk and report desk are managed by different people. The report desk is where miscategorizations go and they are handled by Gallery Directors, and the Help desk is where all policy and rips go and they are handled by CEA and other staff.
Gallery Directors do not deal with Copyright infringments so it is very very important that you please, use the proper selections in the drop down list.

• Misplacement:
Use this category to report a submission which has been placed into an incorrect or inappropriate section or gallery. Low quality submissions which properly belong in Scraps should be reported using this option

• Copyright Infringement:
Use this category to report any Deviation or Scrapbook submission which makes use of someone else's artwork or photography without the license to do so. Also use this category if the submitter misrepresents the work of another author or artist as their own work ("art theft" or "ripping")

The main incorrect reports I get are Screencaps from Cartoons and Anime. These are usually "duh" cases, it's not difficult to tell that it's a screencap of a show. So when reporting it, select "COPYRIGHT VIOLATION" from the drop down and let them know it's a screencap and from what show it's from. Simple as that.
You dont need to be more specific than that or travel all over google to find an identical screenshot, this is stated in the FAQ

FAQ #192: What evidence is required when we report stolen material?

"When using the Reporting system to report works which were directly stolen or which was otherwise used without permission you need to provide a link to an original example for comparison. Please paste in the URL from your browser address bar (the http line at the top) and link directly to the page containing the example of the original artists work for comparison with the infringing ("stolen" or "ripped") work. If you cannot link directly to your evidence please provide a instructions on how to locate the evidence which you are providing.

In cases involving motion pictures, TV shows, celebrities, and other well known subjects you may omit this information, but please provide it whenever possible. Without sufficient information to make an accurate judgment no action being taken.

Please take the time to include the reason you are reporting the deviation. Clearly state why you are reporting the image and in the case of stolen or misused works please take the time to identify the source of the work whether by naming the original artist, professional supermodel, celebrity, or by providing additional links and information in order to assist in the identification process.
The more information you can provide the more helpful it will be to us during the review process."

Please take care to report violations properly and share information via the convenient FAQ links. Reports are invaluable to the maintenance of Deviantart and we really need your cooperation to make them go smoothly.

I'm cartoons and comics, not just cartoons =D haha

Cartoon can mean anything really. Often described as a Caracterized or exaggerated characters drawn in (usually) humorous fashion.

I think I know what thumbs you mean, and those would probably be more comics than cartoons but had to be put in "cartoons" because there currently is no area in Comics for just a still image of a character or scene and comics can often times be very realistic looking with it's characters and Backgrounds (especially backgrounds).

One of my previous articles discussed the difference between Comics and Cartoons roughly [link] .
Truth be told though, it's a very subjective terms and covers an very wide variety of styles from amazingly simple to unbelievably complex, both in comics and cartoons.
Sometimes the only way to know whether one is a cartoon or Comic or not is by how the image is used (IE, it could be a page from a comic book).

yeah, i said cartoons and comics! :D i even corrected it before i posted.

yeah, i know its hard to differentiate categories sometimes, especially ones that are very similar, art being subjective.

but i figured it was something pretty much like what you explained, but since most of my works are under what you could call cartoons, i just thought it would be good for me to clarify. :)

hehehe. thanks again. you have been very helpful. :)
