From what we can tell, the one thing that is causing you all to have such a difficult time is the one thing that is completely beyond our reach. Network Solutions, the company that originally exclusively handled domain name registration (and is now just one among more than a few) has some issues. Without them saying that deviantART is hosted by Tera-Byte Dot Com Inc, it doesn't matter how good our servers or connection are. You can't reach the site.
We're working to get this issue resolved, and hope to have just that done as soon as possible, so all of you can continue deviating at will. For the latest announcements, come hang out in #devart on [link] (trying to hit [link] won't work - remember, deviantart.com doesn't exist right now!).
Update: DNS is propagating, DA should be back to full glory soon. -mikey
Update: If you are still getting here by the [link] method because of DNS not yet propagating out to your area then you can modify your Windows HOSTS file with the following entries:
