Policy in need of a rewrite... badly

As I'm sure many of you have noticed browsing DeviantART, this place is a cesspool of people who can't read.

Go to any section and you're likely to find thousands of pictures that violate the policy as it is writ. The general strategy in this case would be to report the violation, and move on, right?

Well, that's where things get tricky. Most of you would not be shocked to find that quite a few of the "blatant" violations have been reported before, sometimes multiple times, and returned invalid by the people in charge of the policy violations.

While most of the deviations are gone from there at the moment, at least one took nearly a year to get taken down (the one in specific was a big-titted 17-year-old masturbating), and one of them is still up (undoubtably because it seems that quite a few of the people who handle reports don't seem to know the female anatomy, despite the fact that many ARE female).

However, as time passes, other areas of the policy seem to be getting more and more vague and riddled with more holes than a 10 pound block of swiss cheese stationed atop a giant sponge while being pelted with pumice stone and doused with Talking Rain.

Just recently THESE deviations [link] and [link] were left up after multiple reports, despite the fact that FAQ #165: Do you allow images depicting bodily wastes or fluids? says that:
The deviantART staff reserves the right to remove any image which depicts feces, urine, vomit, or any other bodily waste or byproduct without warning. Such images are considered unacceptable for submission under any circumstances.

So, either menstrual blood is not considered a waste product anymore, despite the fact that it is the waste product of a mature uterus lacking in fetus.

How are we supposed to safely follow the policy without having our art deleted IF the admins themselves don't?

Any circumstance? Hah! I noted the help desk earlier today. Hopefully someone else will know the answer as to why these deviations fall into the guideline.

Seriously, they need to shape up or re-write the entire policy. I still hang around hoping that someday, something will suddenly change and policy will start applying to everyone again.
