This program runs a Flash file as your wallpaper. There is also a sister program which runs a Flash file as your screensaver. All current flavors of Windows are supported except the wallpaper player, which curretly does not support WinXP but should in the near future.

How can you work with something looping again and again in the background? Annoying to say the least.
The screensaver has a point though.
Here [link] is a screenshot showing it in action and the steps for doing this. This should work on any machine with ie 4.0 or above I think (that's when they started adding active desktop to windows).
Really, this can be used to embed anything off the web onto your desktop, Java apps, flash, home pages, etc.
